What Ontario's Bill 60 Means for Landlords


Ontario's Bill 60, the Fighting Delays, Building Faster Act, 2025, introduces several important changes to the Residential Tenancies Act and Landlord and Tenant Board (LTB) processes. While not every provision came into effect at the same time, the legislation is intended to reduce delays, improve efficiency, and provide greater certainty for both landlords and tenants.

Faster Timelines for Certain LTB Processes

One of the first changes to take effect was a reduction in the deadline to request a review of an LTB order, from 30 days to 15 days. This means landlords must act more quickly if they wish to challenge or request a review of an order issued by the Board.


Changes to Non-Payment of Rent

Later phases of Bill 60 shorten the waiting period after serving an N4 Notice for Non-Payment of Rent, allowing landlords to move to the next stage of the process sooner if rent remains unpaid. The goal is to reduce lengthy delays that can significantly impact rental housing providers while still preserving tenants' legal rights.


Better Preparation is More Important Than Ever

As additional provisions are introduced, landlords will need to be increasingly organized when preparing for LTB proceedings. Keeping complete records of lease agreements, payment histories, communications, inspection reports, and maintenance requests has always been good practice, but it is becoming even more important as hearing procedures continue to evolve.

While Bill 60 may help streamline certain aspects of Ontario's rental system, it doesn't eliminate a landlord's responsibilities. Property owners must still:
